Training for Cluster Development Boards under the GMoU in Rivers and Bayelsa State.
Training for Cluster Development Boards: To ensure that all CDB members and staff had capacity to manage the GMoU process effectively, the ISD was asked to design and deliver a field-based training programme to provide in-depth training on the GMoU implementation process and the OPPG. A six day training programme was conducted with all 9 clusters in Rivers State and 6 clusters in Bayelsa State . In addition to the training, the ISD also conducted a training impact assessment and quality assurance exercise.
The programme was divided into 3 phases:
Phase 1: Training Needs Assessment was conducted in November 2007.
Phase 2: Training of CDB members and Secretariat staff was conducted between February to April 2008.
Phase 3: Quality Assurance exercise and Impact Assessment was conducted in April 2008.
A total of 202 CDB members, Secretariat staff, Community, state government, NGO and SPDC representatives from Rivers and Bayelsa State were trained using 4 training modules developed specifically for the programme:
Community, CDB and SPDC Obligations under the GMoU.
Participatory Planning and Decision Making.
Sustainable Community Development (SCD).
Use of the Operating Policies and Procedures Guidelines (OPPG).
