PNI and the ISD was invited to train SPDC Staff and Implementing Agencies in the Operating Policies and Procedures for the GMoU Process. This involved:
Initial training for facilitating NGOs and SPDC supervising staff;
Production of reference materials including a process guide and training manual; and,
Training for community members on the Cluster Development Boards in all participating Clusters.
GMOU Training: PNI and its partner organisation IMA International, designed and deliver a series of three one-week workshops for 87 SPDC and facilitating NGO staff on the operational policies and procedures for the GMoU process (OPPG)
The workshops lasted for five and a half days. The major themes covered were: an overview of the GMoU process; Community Trusts in context; participatory planning and decision making; Cluster Development Boards; administrative and financial procedures; and planning future activities. Three primary methods of learning were employed: reviewing existing experiences of community-led development in the Niger Delta; studying the OPPG text; and a linked series of simulation exercises.
The training provided SPDC with 19 key recommendations that were to guide for successful facilitation and coordination by the facilitating NGOs and SPDC staff.
Manual Production: Following the training, a further two resource guides were produced to aid the GMOU Implementation:
A GMOU Implementation Process Guide: a recommended process to follow for the first year of implementation.
OPPG training guide for NGO facilitators; a guide to assist facilitating NGOs conduct OPPG training with Community Trust Members and other relevant local institutions. |
