SPDC GMoU Facilitation in Nembe and Andoni Clusters.

PNI Nigeria is assisting SPDC to facilitate the implementation of their GMoU Programmes in Nembe (Bayelsa State) and Andoni (Rivers State).

In both these areas, half a century of oil production and exploitation activities have had far reaching and devastating impacts on the people. It is estimated that between 1985 and 2000 more than 50 cases of oil spills have been recorded and more than 500,000 barrels of crude oil have spilled into the waterways in the Nembe region alone. These spills have had a ruinous and debilitating impact on the environment. Consequently, many people who depend mostly on fishing as a means of income, blame the oil companies for what they perceive are their deepening poverty levels.

Livelihood destruction, combined with problems associated with the non-fulfillment of SPDC corporate responsibilities, corruption and neglect has created a climate of deep suspicion and mistrust between the communities and companies operating with the areas.

The GMoU aims to begin to address these problems by delegating more authority and control over resources to local institutions. Pro-Natura International Nigeria have been playing a pivotal role in building the capacity as well as mentoring Community Trust (CT) and Cluster Development Board (CDB) members to become effective drivers of the GMoU process.

PNI has 2 teams living within the Nembe and Andoni communities. Some of the activities already implemented by PNI to strengthen the GMoU implementation process include:

  1. The identification and verification of Community Trusts
  2. Inauguration of CT and CDB members
  3. Community entry, stakeholder engagement and widespread information and awareness creation with regards to the aims and processes of the GMoU
  4. Baseline survey preparation
  5. Sustainable Livelihoods Analysis
